Free WooCommerce plugin
Since 1 July 2026 every parcel up to €150 from outside the EU pays €3 customs duty per item category. From its application date (expected 1 November 2026) a €2 EU handling fee per item category is added. The plugin calculates both the way customs counts them.
§ 01
01
Goods from different warehouses or countries are separate consignments – the €150 limit and the item count apply to each parcel.
Legal basis: Commission guidance of 5.10.2026, § 5.1
02
Five identical T-shirts are one item (€3). A T-shirt and a watch are two items (€6).
Legal basis: Reg. (EU) 2026/2108 Art. 5(78)
03
Only the value of the goods counts for the €150 limit. Above it the normal customs tariff applies; the handling fee stays.
Legal basis: Reg. (EU) 2026/382 Art. 2
04
Goods already cleared and stored in an EU warehouse are not imported at delivery.
Legal basis: Commission guidance of 5.10.2026, § 4.1
§ 02
A customer in Munich orders a hoodie, two phone cases and a yoga mat. Net goods values, without shipping.
| Product | Ships from | HS code | Value |
|---|---|---|---|
| Oversize hoodie | China | 6110 30 | €33.60 |
| 2 × phone case | China | 3926 90 | €25.19 |
| Yoga mat | EU warehouse (DE) | 9506 91 | €25.20 |

§ 03
One parcel from outside the EU to a customer in the EU. Net prices, without shipping.
Total charges
€10.00
§ 04
Goods go straight from the supplier to your customers – every parcel is cleared at the EU border.
Post-Brexit too: parcels from third countries pay the flat duty and the handling fee.
Some stock sits in an EU warehouse, some ships straight from Asia – the plugin splits the parcels automatically.
§ 05
Duty and fee appear as separate lines in the cart. Your customer pays everything at once – no surprise at the door. Common with IOSS.
The shop shows clearly what is due on delivery. The carrier collects duty, fee and import VAT – often plus its own service charge.

§ 09
Install and activate the plugin
Choose the default dispatch country – usually China for dropshipping
Add HS codes: in the product, by CSV import or from Germanized
Choose the mode: at checkout (DDP) or on delivery (DAP)
Place a test order and check the customs data on the order
§ 10
On the 10th day after the delegated regulation is published in the Official Journal. The Commission expects 1 November 2026. The date is a setting in the plugin.
Each one counts as its own item – the safe side, because customs does not group different goods.
By default the duty is charged without VAT and the handling fee with VAT, following Commission documents of 16.6. and 5.10.2026, which do not fully agree. Both are settings; check with your tax adviser.
Yes. HS code and country of manufacture are taken from Germanized, and the fees follow the plugin’s VAT settings instead of Germanized’s proportional fee taxation.
